Post-Damage & Reconstruction
in Mozambique
In March and April 2019, the cyclones Idai and Kenneth hit central and northern Mozambique – Sofala and Cabo Delgado Provinces, respectively - leaving a trail of widespread destruction, damage and loss of life from strong winds, rainfall, and floods. Nearly 2.2 million people needed urgent assistance in Mozambique alone, but the entire Southern African region was severely hit.

ACTIVITY SUMMARY
Following on-site building inspection and data collection using Rapid Visual Screening data collection forms, a multi-variable overview matrix was developed to establish a qualitative classification with which to identify buildings that could still be retrofitted and those that should be rebuilt.
Preservation conditions, historical-cultural value and damage states were accounted for.
According to the “Wind Retrofit Guide for Residential Buildings” FEMA P-804 (2010), an evaluation of the building's existing condition should be performed to achieve a successful retrofit intervention. Wind vulnerability probabilistic assessment was performed and a comprehensive prioritisation methodology was employed considering several aspects: wind structural capacity, cultural value of the buildings, security, building use and duration/complexity/cost of the retrofit interventions.
